In accordance with the Washington State Small Works Ordinance, RCW 39.04.155, Camano Island Fire & Rescue (CIFR) is seeking a written Request for Proposals (RFP) from qualified service vendors for the replacement of an existing and leaking Mitsubishi HVAC System within an existing 12,000-square-foot fire station on Camano Island.

The existing HVAC system has developed recurring refrigerant leaks which have proven difficult to source or repair; routine HVAC operation is maintained by regular refrigerant refiling.

This RFP request is not a formal bid process and there is no promise of award for future work. Received RFPs will be evaluated by staff for consideration in the 2025 budget year.

Written RFPs must include the following information:

  • Statement of qualifications & experience
  • Engineering certification
  • Copy of your WA state contractor license
  • A generalized written cost quote proposal to perform the HVAC project work.
    • Note: The cost estimate need not be fully itemized – but must be inclusive of the costs for the scope of work to be provided, including a timeframe for duration of work. Your quote will help determine our legal requirements for award of any future work.
  • Acknowledgement of the intent to pay prevailing wages to your service staff for this job
  • Outline of your company’s approach and methods to undertake these HVAC projects
  • References for projects of a similar scope that have been completed by your firm within the last five years
  • Evidence of adequate project Contractor Certificate of Insurance (COI) for this level of work
  • Identification of the factory authorized system warranty service provider located within the state of WA
  • Printed declaration of specific product Warranty Coverages, duration, and workmanship
  • Your current and valid subscription to the Washington state M.R.S.C

A scheduled appointment is required before visiting the fire station to view or assess the existing HVAC system. Some as-built drawings (circa 2011) are available for review. To schedule an appointment, contact Assistant Chief Craig Helgeland  by phone at 360-387-1512 or by email at
